Adult education programs provide a range of instructional services that address the basic educational needs of Idaho adults and their families. These services are funded under Title II of the Workforce Investment Act (WIA), which is the Adult Education and Family Literacy Act of 1998 (AEFLA), the state-administered federal grant for adult education.

Anyone who is 16 years of age or older, not enrolled in secondary school, and who has needs below the level of high school completion is eligible to participate in the Adult Basic Education program free of charge. Eligible activities include instruction in reading, writing, math and English as a Second Language (ESL), which includes reading, writing, speaking and listening below levels of high school completion. Most adults participate in adult education programs in order to complete a GED, improve their skills for employment purposes, or to refresh skills so they can participate in further training or educational opportunities.
