B. (1) NEGLECTED OR DELINQUENT PROGRAM ASSURANCES
   The applicant, by electronic signature of its Authorized Representative, hereby assures the Idaho State Department of Education that the applicant will adhere to the following:
  • In making services available to youth in adult correctional facilities, priority will be given to such youth who are likely to complete incarceration within a two-year period.
  • The agency will assist in locating alternative programs through which students can continue their education if students are not returning to school after leaving the correctional facility or institution.
  • The agency will work with parents to secure parents' assistance in improving the educational achievement of their children and preventing their children's further involvement in delinquent activities.
  • The agency works with special education youth in order to meet an existing individualized education program and assures that the agency will notify a youth's local school if such youth--
    • Is identified as in need of special education services while the youth is in the facility, and
    • Intends to return to the local school.
  • The agency will work with youth who dropped out of school before entering the facility to encourage the youth to reenter school once the term of the youth has been completed or provide the youth with the skills necessary to gain employment, continue the education of the youth, or achieve a secondary school diploma or the recognized equivalent if the youth does not intend to return to school.
  • Teachers and other qualified staff are also trained to work with children with disability and other students with special needs taking into consideration the unique needs of such students.
  • The program under this subpart will be coordinated with any programs operated under the Juvenile Justice and Delinquency Prevention Act of 1974 or other comparable programs, if applicable.

C. PROGRAM DESCRIPTION
1. Describe procedures used, consistent with State plan, to assess the educational needs of children being served.
2. Describe the program, including the budget for first year, with annual updates.
3. Describe how the program will meet goals and objectives of the State plan.
4. Describe the plan to consult with experts to provide necessary training for appropriate staff to ensure planning and operation of institution-wide projects are of high quality.
5. Describe how evaluation results will be used to improve program.
6. Include data showing maintenance of fiscal effort required of a LEA.
7. Describe how the program will be coordinated with other State and Federal programs, such as IDEA, vocational-technical, dropout prevention, etc.
8. Describe how the program will coordinate with LEAs or alternative education programs attended by incarcerated youth prior to incarceration to ensure accurate exchange of academic records and assessments.
9. Describe how appropriate professional development will be provided for teachers and staff.
10. Designate an individual in each institution to be responsible for issues related to transition of students to locally operated programs.
11. Describe plan for coordination with businesses for training and mentoring for participating children and youth.
12. Describe any additional services provided, such as career counseling, distance learning, securing student loans and grants, etc.
