ESEA Principle 3: Supporting Effective Instruction and Leadership

The rationale of ESEA Principle 3: Supporting Effective Instruction and Leadership is to develop coherent and comprehensive evaluation plans that will increase the quality of classroom instruction in order to improve student achievement. Teacher and principal evaluation and support systems will:

  • Be consistent, reliable, and valid across Idaho state;
  • Include multiple measures;
  • Connect to student achievement;
  • Differentiate performance levels and inform personnel decisions;
  • Provide feedback that identifies needs and guides professional development.

In support of this, IDAPA rule requires that each school district submit evaluation plans for both Teacher and Pupil Personnel Certificate Holders (IDAPA 08.02.02.120.08) and School Principal (IDAPA 08.02.02.121.07) to the Idaho State Department of Education by July 1, 2014
