District and Charter Evaluation Plans
ESEA Principle 3: Supporting Effective Instruction and Leadership
The rationale of ESEA Principle 3: Supporting Effective Instruction and Leadership is to develop coherent and comprehensive evaluation plans that will increase the quality of classroom instruction in order to improve student achievement. Teacher and principal evaluation and support systems will:
- Be consistent, reliable, and valid across Idaho state;
- Include multiple measures;
- Connect to student achievement;
- Differentiate performance levels and inform personnel decisions;
- Provide feedback that identifies needs and guides professional development.
In support of this, IDAPA rule requires that each school district submit evaluation plans for both Teacher and Pupil Personnel Certificate Holders (IDAPA 08.02.02.120.08) and School Principal (IDAPA 08.02.02.121.07) to the Idaho State Department of Education by July 1, 2014 for approval. Once approved, subsequent changes made in the evaluation system shall be resubmitted for approval.
During the summer of 2014, an Idaho State Department of Education review team looked over all submitted evaluation plans. Districts and Charters received feedback on their evaluation plans at the end of October 2014 based on the requirements in IDAPA rule. Districts and Charters who were not approved in October 2014 will be able to revise their evaluation plans during the 2014-2015 school year, and resubmit their plans by July 1, 2015 for approval.
