The Content and Curriculum team champions civics education in Idaho by promoting a robust framework of Social Studies standards, instructional resources, and collaborative professional development that empowers learners to understand and actively participate in our democratic institutions. Anchored in statute (Idaho Code § 33‑1602), the Department of Education works to help all K–12 students engage with foundational civics topics such as the U.S. Constitution, the role of citizenship, and governmental processes across their academic journey, with an embedded civics assessment built into secondary instruction.

Building on this foundation, House Bill 397, enacted in April 2025, refines the statutory provisions by enhancing civics instruction further and formalizing the state’s role in supporting preparatory practices through high-quality civics-centered professional development and standardized assessment. Through these efforts, educators are empowered and students equipped to become informed, civically engaged citizens who will strengthen their communities and democratic participation throughout Idaho.

If a student who transfers from out-of-state has taken a Civics assessment, can an LEA honor that notation on the transcript?

Yes a LEA can simply indicate the student has met the Civics assessment requirement on the student’s transcript. There is not a requirement for a specific Civics assessment to be given.

When do my students have to take the test?

The state will not establish a defined test window for this assessment. We expect most students will take the assessment in their Junior or Senior year of high school, however, the law allows students to take the test any time after entering the 7th grade. The student may repeat the test as many times as is necessary in order to obtain a passing score.

Will the Idaho Department of Education create a test form or can I use my own?

The Idaho Department of Education will not create a test form. The statute requires districts use the questions found on the United States Citizenship Naturalization Test. View the USCIS website and find resources including study guides, classroom materials, and the test questions.

Do special education students need to take the test?

According to Idaho Statute §33-1602, “The applicability of this subsection to a pupil who receives special education services shall be governed by such pupil’s individualized education plan.”

What accommodations are available for my special education students?

Districts can provide accommodations to students at their discretion.

Will the Idaho Department of Education be collecting Civics Test Scores?

No, the Idaho Department of Education will not collect students’ test scores. However, schools will need to add the completion/passing of the Civics Test to the student’s high school transcript.

My 9th grade students took the test this year. Can they count that towards their graduation requirement?

Yes.
