
Pupil Service Staff Certificates
Pupil Service Staff Certificates are for individuals applying for a five (5)-year renewable certificate with an endorsement in one of the following areas:
- Audiology
- Occupational Therapist
- Physical Therapist
- School Counselor
- School Counselor – Basic
- School Nurse
- School Psychologist
- School Social Worker
- Speech-Language Pathologist
How to Apply
To apply for a Pupil Service Staff Certificate, you must submit an application packet with all required documents and fees including the appropriate endorsement area requirements.
Important: All required documents must be included in one packet for an application to be considered complete.

Required documents and Fees
- Completed and signed Idaho Educator Certification Application packet
- Application fee of $75.00
- Checks and money orders are to be made payable to the Idaho Department of Education
- Credit cards are not accepted as payment
- Payment is non-refundable
- Cash in the exact amount will be accepted for walk-ins only
- Complete a Background Investigation Check (BIC) (including processing fee)
Endorsement Area Requirements
In addition to the required documents and fees, please provide the required documents based on your area(s) of endorsement:
Audiology
- Official Transcript with Master’s Degree in Audiology
Occupational Therapist
- Copy of Occupational Therapist (OT) License
Physical Therapist
- Copy of Physical Therapist (PT) License
School Counselor
- Official Transcript with Master’s Degree from accredited college or university
- Institutional Recommendation verifying Idaho state-approved School Counselor certification program OR out-of-state School Counselor program accredited by CACREP, CAEP or AAQEP
- To qualify for a 5-year School Counselor K-12 credential, must include verification of at least 700 hours of K-12 school counseling practicum/internship, with at least 75% of the hours (525 hours) in a K-12 setting, to include time in Elementary (K-5), Middle (6-8), and High School (9-12) OR at least one year of certificated K-12 school counseling experience, including time in all grade levels (Elementary, Middle and High School)
- Current, valid out-of-state School Counselor certificate may be accepted in place of the Institutional Recommendation. Verification of K-12 school counseling in all grade levels will still be required to qualify for a 5-year Idaho School Counselor K-12 credential
School Counselor (Basic)
- Official Transcript with Master’s Degree
- Copy of a valid Idaho license issued by the applicable Idaho licensing body for social worker or licensed professional counselor or licensed clinical professional counselor.
School Nurse
Three (3)-year Interim Certificate
Important: This certificate will be issued to those who do not meet the educational and/or experience requirements but who hold a valid professional nursing (RN) license in Idaho. This non-renewable certificate will be issued for three (3) years while the applicant is meeting the educational or experience requirements.
- Copy of Idaho Registered Nurse (RN) license
- Official Transcript with Nursing Program
Five (5)-year Renewable Certificate
- Copy of Idaho Registered Nurse (RN) license; and
- Official Transcript with bachelor’s degree in nursing, education or a health-related field
OR
- Copy of Idaho Registered Nurse (RN) license; and
- Verification of two (2) years of full-time (or part-time equivalent) of experience in school nursing, community health nursing, or any other area of pediatric, adolescent, or family nursing experience
School Psychologist
Three (3)-year Interim Certificate
- Official Transcript with a Master’s Degree in Psychology
- Verification of enrollment in a School Psychologist certification program
Five (5)-year Renewable Certificate
- Official Transcript with a Master’s Degree or higher in School Psychology
- Institutional Recommendation verifying state-approved school psychologist program to include verification of a 1200-hour practicum in school psychology OR
- Copy of current National Certification for School Psychologist (NCSP) certificate OR
- Copy of a current out-of-state School Psychologist certificate
School Social Worker
- Official transcript with Master’s Degree in Social Work
- Institutional Recommendation verifying state-approved School Social Worker program
- To include verification of a school social work practicum in a preK-12 setting OR
- Post-LMSW extensive experience working with children and families
- Copy of Idaho Social Worker License issued by the Idaho Bureau of Occupational Licenses
Speech-Language Pathologist
Three (3)-year Interim Certificate
- Official Transcript with a Bachelor’s Degree in Speech-Language Pathology
- Verification of enrollment in a Master’s Degree program for Speech-Language Pathologist
Five (5)-year Renewable Certificate
- Official Transcript with Master’s Degree in Speech-Language Pathology
Frequently Asked Questions
Q: I completed a school counseling program with a practicum/internship that is under 700 hours and/or does not include all grade levels. May I still apply for Idaho Counselor K-12 certification?
A: If you have a current, valid out-of-state school counseling certificate, you may apply for and receive a 3-year Idaho Counselor K-12 credential. School counseling experience gained while holding the 3-year credential may be used in place of the missing practicum.
