Technical Assistance
State monitoring team members provide technical assistance during the review visit and beyond. It is not the State’s intent to tell the LEA how to run its title programs, but rather to answer questions, communicate, and exchange ideas and information to promote program improvement while meeting all federal requirements.
Compliance
Monitoring federal programs helps ensure that all children have a fair and equal chance to obtain a high-quality education. Compliance monitoring is when State and LEAs work together to ensure they are conforming with the Every Student Succeeds Act (ESSA) of 2015.

Frequently Asked Questions
Do we have to complete the Homeless Education indicators if we do not have any homeless students?
Yes, you must complete these indicators in the Program Monitoring Tool.
Where should we put up posters for Homeless Education information?
Homeless Education posters should be placed in each school building and the district office. Include contact information for the local Homeless Liaison and State Liaison. For the community, you should display them in places which are frequented by the community, such as the Health & Welfare Office, Job Services Office, etc.
What kind of evidence should be used for tracking attendance?
Homeless students should be identified in your attendance system and listed as a subcategory. Since your student management system uploads to ISEE, this information would be in your ISEE reports. Once a student is identified as homeless, they are tracked as being a homeless student for the entire school year.
Does the mid-year Night Time Residency/Eligibility form need to go out to all parents?
The form should be given to all students at the beginning of the school year (registration). The form should be sent out again schoolwide for all students mid-year. This can be done in a newsletter, by email, or other school communications. See sample forms on the Title IX-A: Homeless Children and Youths page.
