
Special Education Manual
The Special Education Manual was developed by the Idaho Department of Education to be offered to Local Education Agencies (LEA) for adoption. The manual meets the Individuals with Disabilities Education Act (IDEA) requirements and is consistent with state and federal laws, rules, regulations, and legal requirements.
Note: The easiest way to search for a word or phrase in the manual is by using the “Find” feature. Open the Idaho Special Education Manual. Hit the “Ctrl” key (lower left area of your keyboard) And the letter “F” key at the same time. A pop-up window will appear. Enter the word or phrase you are looking for. Click on the “Find Next” button. Your computer will automatically locate and highlight the text you are looking for. Proposed 2025 Idaho Special Education Manual
The Idaho Special Education Manual (Manual), incorporated by reference into the Idaho Administrative Procedures Act (IDAPA), serves as the foundation for ensuring the state’s compliance with the Individuals with Disabilities Education Act (IDEA) throughout Idaho’s public school system. Over the past year, the Manual has undergone a comprehensive review to enhance alignment with IDEA requirements and address feedback from both federal and state education partners regarding its implementation in Idaho. Pursuant to the IDEA, the Idaho Department of Education has actively sought public input and convened two public hearings to gather feedback on the proposed revisions to the Idaho Special Education Manual.
Idaho Special Education Manual 2025 – Pending Rule Considerations
The proposed revisions in this redline version—including those changes approved by the Idaho Department of Education through the public comment form and formal hearings—are being submitted under the pending rule consideration process. If adopted by the Idaho Legislature during the 2026 legislative session, these revisions will take effect on July 1, 2026.
Idaho Special Education Manual 2025 – Temporary Rule
Note: The only revision included in the temporary rule request is located on page 108 of the pdf (page 42 of the manual) and pertains to Specific Learning Disability (SLD). If approved, this change will take effect following the August meeting of the State Board of Education.
Anyone may submit written comments regarding this proposed rulemaking. All written comments must be directed to rules@edu.idaho.gov and must be delivered on or before October 22, 2025.
